CHICAGO, Nov. 5, 2026 — The Cleaning Coalition of America (CCA) today announced its opposition to Chicago Mayor Brandon Johnson’s renewed $25-per-employee monthly head tax on Windy City employers. The revenue proposal is part of Johnson’s $17.6 billion budget package, now under consideration by Chicago’s City Council.
“CCA members are small-margin businesses that provide good union jobs in our community,” CCA Executive Director Suzanne Klatt said. “This plan threatens to add additional burdens on them and their essential worker employees at a time when high prices are already straining budgets for companies and families alike.”
As proposed, Johnson’s budget plan would create a $25-per-employee monthly surcharge on companies that employ 125 or more full-time employees. Covered employees must work primarily within Chicago’s city limits.
The Chicago City Council repealed a corporate head tax more than a decade ago, which Johnson attempted to revive in 2025. The City Council Committee on the Budget and Government Operations will now take up the proposal. The City Council must adopt a balanced budget by December 31.
“Our workplaces and public spaces depend on cleaners from CCA member companies,” Klatt said. “The proposed head tax in Chicago will make us less economically competitive. CCA urges the City Council to reject this proposal and protect Chicago employers and workers.”
